The City of Circleville (OWNER) is requesting Bids for the construction of the following Project:

 

Home Sewage Treatment Systems Elimination

Contract 3-2026

 

Electronic Bids for the construction of the Project will be received by OWNER until July 31, 2026, at 10 a.m., local time. At that time the Bids received will be publicly downloaded and read aloud via teleconference. The login information for the teleconference is as follows: (309) 205-3325, Conference ID 912 6799 9965.

 

The Project includes the following Work:  Installation of new gravity sanitary sewer, gravity sanitary sewer replacement, installation or replacement of gravity sewer service connections, grinder pumps, pressure sewer, water main replacement, water service replacements including private side water service replacements, and associated restoration.

Download the digital Bidding Documents for $75 by inputting Quest project number 10268537 on the website’s project search page. For this Project, Bids will ONLY be received and accepted via the online electronic Bid service through QuestCDN.com. To access the electronic Bid Form, download the Project Documents and click the Online Bidding button.

 

The Issuing Office is Strand Associates, Inc.®, 500 Neil Avenue, Suite 110, Columbus, OH 43215.

 

All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com.

 

Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive.

 

The Bid must be accompanied by Bid Guaranty and Contract Bond for the full amount of the Bid or Bid security made payable to OWNER in an amount of 10% of the Bidder’s maximum Bid price.

 

CONTRACTOR shall pay wages to each laborer and mechanic at a rate not less than the higher of the minimum wages specified in the current wage determination as published by the State of Ohio Department of Commerce or the provisions of the Davis-Bacon Act.

 

Any Contract or Contracts to be awarded are expected to be funded with assistance from the Ohio Division of Environmental and Financial Assistance Water Pollution Control Loan Fund (WPCLF) and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including small, minority, and women‑owned businesses, are encouraged to submit Bids for this Project. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).

Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of Bidder and termination of financial assistance or other sanctions. The successful Bidder will be required to conform to the wage requirements prescribed by the federal Davis‑Bacon and Related Acts. All iron, steel, manufactured products, and construction materials shall be produced in the United States and comply with the Build America, Buy America Act requirements.

 

OWNER reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 110 days after the time set for receiving Bids.

 

Contract award shall be made based on the lowest responsive and responsible Bidder.
