UTILITIES DEPARTMENT

 

THE DEPARTMENT OF PUBLIC UTILITIES IS RESPONSIBLE FOR PROVIDING WATER AND SANITARY SEWER SERVICES TO THE CITY OF CIRCLEVILLE.

 

Rental Properties and New Utility Accounts

Effective June 3, 2026, the City of Circleville will no longer establish new utility accounts in the name of a tenant occupant. New utility service for rental properties must be established in the name of the deeded property owner.

Property owners may authorize utility bills to be mailed to a tenant occupant and may permit tenant occupants to make payments on the account. However, the utility account will remain in the name of the deeded property owner.

Because new utility accounts will no longer be established in a tenant occupant’s name, the Utilities Department will no longer collect utility deposits for new rental accounts.

Property owners and tenants may continue to make private arrangements regarding responsibility for utility payments. The City administers utility accounts in accordance with City ordinances and policies.

Procedure to Obtain Service

Owner Public Utilities Service Sign-up forms may be completed online or in person at our office located at 108 E Franklin St., Circleville, Ohio.  The Utilities Department no longer accepts tenant contracts; water/sewer accounts will remain in the name of the deeded owner.

Online Utility Payment Option

Getting started is easy! Use the online utility payment link to access your account, where you’ll need your utility account number and the last name on the utility account. This online option allows you to view your current and previous utility bills, access your payment history, view  your usage history, and register for paperless billing.

Water Meter Monitoring for Customer Use

You now have the ability to monitor your water meter readings and receive leak alerts, which can be conveniently viewed on your computer or through the smartphone app here.

Bulk Water Sales (Water Hauling)

Bulk water sales for water hauling are back up and running; contact 740-477-8234 for information and to be provided an access code for your bulk water needs.

Consumer Confidence Report 2025

The City of Circleville is pleased to present this annual report, providing you with important information about the quality of our drinking water.  As required by the Ohio Environmental Protection Agency (OEPA), this report includes general health information, water quality test results, instructions on how to participate in decisions concerning your drinking water, and water system contacts.  We are proud to report that the Circleville Water Plant consistently produces water that meets or exceeds all State and Federal EPA quality standards for health and aesthetics, and our annual flushing program is done on an annual basis to reduce instances of discolored water.  View the most recent report here.
