CONTRACT 5‑2024
The City of Circleville (OWNER) is requesting Bids for the construction of the following Project:
Utility Improvements for Walnut Street
Contract 5‑2024
Electronic Bids for the construction of the Project will be received by OWNER until October 31, 2025, at 10 a.m., local time. At that time the Bids received will be publicly downloaded and read aloud via teleconference. The login information for the teleconference is as follows: (309) 205-3325, Conference ID 916 9278 4590.
The Project includes the following Work: Replacement of existing 6‑inch water main with proposed 8‑inch ductile iron water main and appurtenances. Water main replacement will also include replacement of existing water services on private property. Replacement of existing 24‑inch, 21‑inch, and 12‑inch storm sewer, manholes, and curb inlets with proposed 24‑inch and 15‑inch corrugated HDPE pipe, 48‑inch and 60‑inch manholes, and curb inlets. Project also includes associated trench repair, full‑depth pavement reconstruction, curb and gutter replacement and concrete sidewalk replacement.
The opinion of probable cost for the Project as of October 2, 2025 is $1,671,000.

For this Project, Bids will ONLY be received and accepted via the online electronic Bid service through QuestCDN.com. To access the electronic Bid Form, download the Project Documents and click the Online Bidding button.

All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com.
Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive.
The Bid must be accompanied by Bid Guaranty and Contract Bond for the full amount of the Bid or Bid security made payable to OWNER in an amount of 10% of the Bidder’s maximum Bid price.
CONTRACTOR shall pay wages to each laborer and mechanic at a rate not less than the higher of the minimum wages specified in the current wage determination as published by the State of Ohio Department of Commerce or the provisions of the Davis-Bacon Act.
Bidder’s attention is called to the fact that any Contract awarded under this Advertisement to Bid is expected to be funded in part by funds from the United States Department of Housing and Urban Development Community Development Block Grant and Ohio Environmental Protection Agency Water Supply Revolving Loan Account. All iron and steel products used on the project shall be produced in the United States and comply with the American Iron and Steel requirements. All iron, steel, manufactured products, and construction materials shall also be produced in the United States and comply with the Build America, Buy America Act requirements.
Bidders shall comply with the President’s Executive Order No. 11246, Equal Employment Opportunity as amended.
Bidder’s attention is called to all of the requirements contained in these Bid Documents, particularly to the Federal Labor Standards Provisions, various insurance requirements, and the Federal Section 3 provisions.
OWNER reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 110 days after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder.
