The City of Circleville is establishing an eligibility list of qualified applicants for the position of full-time entry-level Firefighter/EMT. Important Note: Establishing eligibility lists through this process ensure we have a qualified pool of candidates for future openings. It does not guarantee immediate hiring.

Entry-level applicants must achieve a minimum score of 70% on each individual section of the examination to be eligible for ranking based on the Human Relations score.

Deadline for submitting your score to the City of Circleville is April 24th, 2026.

Applicants who meet the established minimum score requirements may be invited to complete an employment application and the City of Circleville Personal History Questionnaire (this is separate from the NTN PHQ).

Entry Level Minimum Requirements: Applicants must possess a State of Ohio Firefighter II certification and at least a State of Ohio EMT-Basic certification prior to hire and must successfully complete and pass the Firefighter Mile before being hired. Entry-level employees are required to obtain a Paramedic certification, funded by the City of Circleville, within thirty-six (36) months of their date of hire.

Veteran’s Preference: Candidate must provide proof of an Honorable Discharge prior to the closing of the testing period to obtain Veteran’s credit of 20% pursuant to state law and the local rules of the Circleville Service Commission prior to the examination. Documentation should be emailed vdilley@circlevilleoh.gov by the deadline for submitting scores.

Lateral Transfer Minimum Requirements: Applicants must possess a State of Ohio Fire Fighter II certification and a State of Ohio Paramedic certification.

Any individual hired as a Fire Fighter/Paramedic with the Circleville Fire Department may receive credit for prior full-time employment as a Fire Fighter in the State of Ohio. This credit will apply only to wage placement and vacation accrual.

Individuals hired with one (1) to three (3) years of prior full-time Fire Fighter service in the State of Ohio shall be placed at Step 1 of the salary schedule. Individuals hired with more than three (3) years of prior full-time Fire Fighter service in the State of Ohio shall be placed at Step 2 of the salary schedule.

Minimum Requirements for Applying:  A valid Ohio Driver’s License and State of Ohio Police Officer certification is required for entry-level and lateral transfer applicants. Please read all the following information carefully. The City of Circleville is establishing an eligibility list for full-time Police Officer and Lateral Transfer Police Officer (wages and vacation accrual only). Candidates meeting the minimum requirements of the position may be invited, in groups of ten (10) starting at the top of the eligibility list, to complete an employment application and the City of Circleville Personal History Questionnaire following the closing of the testing period and certification of the eligibility list. IMPORTANT NOTE: Establishing eligibility lists through this process ensures a quality pool of candidates. It does not guarantee immediate hiring.

Veteran’s Credit: After obtaining the minimum score in each category, Veteran’s credit of 20% (required by state law), will be granted to those individuals who show certified proof of Honorable Discharge pursuant to state law and the Local Rules of the Circleville Service Commission prior to the close of the application period. Salary Information: Effective January 1, 2026, Police Officer entry-level pay is $31.24/hour with an increase to $33.85/hour after 6 months of employment. Lateral Transfer Police Officers may qualify for a higher pay rate based on years of service (up to $37.51 per hour effective January 1, 2026) and a a higher vacation accrual based on prior service credit.

Department Overview:  A Police Officer patrols designated areas of the City protecting the lives, safety, property and peace of the citizens of Circleville by ensuring compliance with and enforcing all applicable laws and City Ordinances; answers calls when a crime is suspected or an emergency exists; takes such actions as are necessary to prevent crime, to apprehend a criminal, to maintain safety, to assist citizens in a wide range of emergency and non-emergency situations; monitors and controls traffic, enforces traffic laws and investigates traffic crashes. The duties and assignments of a Police Officer are quite varied in nature and occur in a variety of settings and places.

Hiring Process:

  • An extensive background investigation, including but not limited to driving records, criminal records, alcohol and drug use, financial responsibility records, voice stress analysis, psychological exam, and physical exam.
  • Undesirable conduct in the area of integrity, discipline, commitment, or reliability may cause an applicant to be disqualified.
  • Must have a stable employment record. Instability may include the inability to maintain steady employment as well as gross abuse of standards, incompetency, or aberrant behavior during a single employment.
  • Must not have a credit history which could result in criminal prosecution (i.e., failure to pay child support) or conduct which appears intended to defraud or harm just creditors.
  • Must participate in a structured panel interview.
  • Must successfully complete a psychological examination, including but not limited to, an oral interview administered and interpreted by a licensed practitioner trained to evaluate results of both tests.
  • Must successfully complete an extensive physical examination, including but not limited to, a complete medical examination, stress test, and evaluation.
  • Must successfully pass a drug and alcohol screening.
