About the Project:
The City of Circleville, in coordination with the Ohio Department of Transportation (ODOT), is requesting your input on the proposed construction of a 10’ wide asphalt shared use path (SUP) along the south side of East Ohio Street and along the west side of Kingston Pike. The path will begin near the Community Action Agency property and extend to the existing asphalt path at Barthelmas Park. Two rapid flashing beacons are proposed for safe pedestrian crossings. The first is across East Ohio Street just west of the Pickaway County Community Action driveway/Renick Avenue, and the second is across Kingston Pike to the existing asphalt path at Barthelmas Park. On-street sharrow pavement markings will also be installed to connect bicycle facilities to the proposed SUP.
Permanent and temporary (just for construction) right-of-way will likely be needed for this project. During construction, a minimum of one lane of traffic in each direction will be maintained at all times. Temporary lane restrictions may reduce the roadway to a single lane, with two-way traffic maintained by flaggers. No detour is anticipated, and access to all nearby properties will be maintained. Utility impacts are expected throughout construction. Environmental studies are ongoing. Barthelmas Park, a recognized recreational property, may experience temporary impacts to access during construction. The main entrance to the park along McGuire Drive will remain open. Construction is expected to begin in the fall of 2027 and will last approximately 8 months.
